MCS as Scheme owner, is responsible for ensuring MCS Certification Bodies deliver the Scheme in line with MCS requirements.
As the Scheme is underpinned by accredited conformity assessment activity, UKAS is responsible for reviewing and formally recognising the scheme, to confirm validity, in line with ISO/IEC 17065 requirements.
Accreditation provides assurance of the integrity and impartiality of conformity assessment activities.
Accreditation bodies, like UKAS, assess and verify that Certification Bodies are technically competent to undertake conformity assessment activities (in line with ISO/IEC 17065 requirements).
UKAS and other equivalent accreditation bodies, are mutually recognised through the Multilateral Recognition Arrangement (MLA), facilitated by the International Accreditation Forum (IAF).
Equivalency between accreditation bodies promotes international collaboration, by allowing global acceptance of certificates of conformity, used by Certification Bodies, accredited by IAF MLA signatories.
The span of this international collaboration within the MCS scheme, includes, for example, accreditation in China for heat pump product certification and in Czechia for biomass product certification.
MCS product standards define the requirements for MCS certified low-carbon energy products, including criteria for performance and testing, technical documentation and management systems for factory production of products. MCS installation standards define how an MCS certified installer should design and install a system, which includes the requirement for an MCS certified product to be installed.
What agreements do Certification Bodies need to sign with MCS to operate the Scheme?
Certification Bodies (CBs) are required to enter into a specific license agreement with MCS, to operate within the Scheme as an MCS recognised CB. This agreement, which sets out the responsibilities of an MCS recognised CB, must be signed once the CB has obtained accreditation.
What are the costs associated with being an MCS Certification Body?
In addition to the applicable accreditation fees, the Scheme includes the following annual fees that CB must pay: a £55 fee per certified installer for the installer certification scheme, and a £100 fee per manufacturer with certified products, for the product certification scheme.
How can Certification Bodies input into the development of MCS standards and scheme documents?
CBs can contribute to the development of MCS Standards and Scheme documents by participating in MCS Technical Working Groups for each technology, as well as in scheme committee meetings. They are also given the opportunity to provide feedback on proposed changes through the consultation processes managed by MCS.
How do MCS notify Certification Bodies of Scheme changes, such as updates to MCS standards, scheme documents and processes?
MCS informs Certification Bodies of scheme changes through various channels, including MCS Technical Working Groups, direct communications from the MCS scheme management team and MCS news updates.

How do Certification Bodies gain access to the MCS Installations Database (MID)?
The Scheme Management team in MCS is responsible for granting access to the MID. MCS recognised CBs must inform the scheme management team which users they wish to add and provide the necessary user details.
What guidance is available to Certification Bodies on how to use the MCS Installations Database (MID)?
MCS provides guidance to MCS CBs on how to use the MID, including user manuals, direct support sessions and access to the MCS Customer Support Helpdesk when required.
How are updates or changes within the MID communicated to Certification Bodies?
Updates or changes to the MID are communicated directly by the scheme management team to MCS CBs, through various channels including email notifications and direct user communications.
How do Certification Bodies manage the information displayed in the Find an Installer search and Product Directory on the MCS website?
The information displayed in the find an installer and product directory search tools on the MCS website is sourced directly from the MCS Installations Database (MID). MCS CBss are responsible for accurately entering certified installer and product information into the MID. Once information is entered into the MID, any updates are reflected in the search tools within 24 hours.
